Gold River's permit and utility picture

Gold River sits between Rancho Cordova to the south and west, Folsom to the east and the American River to the north. When Rancho Cordova incorporated in 2003, Gold River opted out by resolution and petition. So it remains unincorporated, and the Sacramento County Department of Community Development's Building Permits & Inspection Division is the permit office. SMUD's Ward 2 includes Gold River.

Not the Folsom rules

Parts of neighboring Folsom are on PG&E. Gold River is on SMUD, and the county, not Folsom or Rancho Cordova, issues your permit. Knowing that up front decides which forms get filed.

SMUD for service changes

Upgrading the main panel means a SMUD application plus the county permit. SMUD pulls the meter, we replace the panel, and power returns once the county releases the inspection, normally within one working day.

County inspection, scheduled for you

Inspections are booked online, by phone or by text, with a 5 p.m. cutoff the day before for a next-day visit. We handle the booking.

Building on old dredger tailings

Gold dredging, then gravel. The land belonged to the Natomas Company, which began gold dredging in Sacramento County around 1918 and later mined sand and gravel. It left windrows of dredger tailings, and the county notes that traces of them remain in Gold River today.

A planned community on the parkway. The county adopted the Gold River Special Planning Area in 1978, covering nearly 1,000 acres along several miles of the American River Parkway, with residential density capped at 3.5 homes per acre. Trails link neighborhoods to the parkway at several points.

Built mid-1980s to early 1990s. The county's Cordova Community Plan dates Gold River's development to the middle to late 1980s and into the early 1990s. Panels from those years were not sized for an EV, a heat pump and a spa all at once.

25 villages under one master association. The Gold River Community Association oversees 25 separate villages, and each village has its own subassociation. The 2020 census counted 7,844 residents.

Working with your village association

Inside the house, your electrical work is between you, us and the county. Outside, it may not be. With a master association and 25 village subassociations, exterior changes such as a relocated meter panel, outdoor lighting, a charger on an exterior wall or solar prep may need approval from your association before work starts. We can't speak for any association's rules, but we can give you the drawings, product sheets and location details they usually ask for, and plan the job so anything visible stays as clean as possible. Check with your association first, then we'll schedule.

Is Gold River part of Rancho Cordova or Folsom?

Neither. Gold River chose not to join Rancho Cordova when the city incorporated and remains unincorporated Sacramento County. That makes the county your permit office and SMUD your utility.

Do I need HOA approval for an EV charger?

A charger inside the garage usually doesn't change anything outside. One on an exterior wall, or any change to the meter area, may need association review. Ask your village or master association. We'll provide the details they need.

Can my original 1980s panel handle a charger?

Sometimes. Sacramento County asks for a load calculation on panels 125 amps or smaller when a charger is added. We do that math first and show you the options, from a lower-amp charger to a service upgrade.

Does SMUD offer anything for EV charging?

Yes. SMUD's Charge@Home incentive covers qualifying home charging equipment and circuit installation, with separate options for customers on its Energy Assistance Program Rate. Terms change, so check before you buy. Our EV charging rebate page covers what to check before you buy equipment.
