One city, two utilities: what that means for your project

Folsom residents voted in the 1980s to join SMUD, and PG&E fought the move in court. Today the city's own resident guide lists both SMUD and PG&E as electric providers. Your bill tells you which one you have. That answer shapes the schedule for any job that touches the meter.

If your meter is SMUD

We file SMUD's application along with the city permit. On install day SMUD disconnects and pulls the meter, we swap the panel, the inspector signs off, and SMUD reconnects. On a typical job that all fits in one working day.

If your meter is PG&E

A panel upgrade that adds load goes through PG&E's "Your Projects" portal. PG&E may run a load assessment on the transformer and service lines first, which can take up to about 30 days. After that, the disconnect and reconnect are usually handled within a day of the install.

Either way: the City of Folsom permit

Permits inside city limits come from the City of Folsom Building Division. Since October 20, 2025, new permits go through the city's eTRAKiT portal, where we apply, pay fees, track status and book the inspection.

From powerhouse town to Folsom Ranch

Folsom has an unusual place in electrical history. On July 13, 1895, the Folsom Powerhouse sent electricity 22 miles to Sacramento, one of the first long-distance hydroelectric lines in the country. The houses here span more than a century since then.

  • The historic core. Folsom began as a Gold Rush town and still keeps a historic downtown around Sutter Street. Older homes nearby may still have ungrounded outlets, cloth-insulated wire or panels that were added onto over the years. A careful look before any new load goes on is worth it.
  • The big growth years. Folsom grew from about 11,000 people in 1980 to more than 72,000 by 2010. Many homes from that stretch still have their original panels. If yours is a Zinsco or Federal Pacific, or you're adding a car charger and a heat pump, a panel replacement is often the fix.
  • South of Highway 50. The Folsom Plan Area allows about 11,000 new homes. New single-family homes with garages are built with an EV-capable raceway and a labeled breaker space under CALGreen, so a Level 2 charger is usually a simple finish job.

Charging at home in a newer Folsom house

If your home was built recently, look in the garage for a blank breaker space marked "EV Capable" and a capped conduit run. That's the pre-wiring California now requires. It can shorten an install to setting the charger, pulling wire and adding the breaker. We'll still check the panel's rating first.
