County permit, SMUD service: how it works in Vineyard

People sometimes assume Vineyard is part of Elk Grove or the City of Sacramento. It isn't. That changes where permits come from.

Sacramento County Building Permits & Inspection

The county's BPI division handles unincorporated areas like Vineyard and takes plans electronically through its Accela Citizen Access portal. For a Level 2 charger it requires an electrical permit, a site plan, a single-line diagram, the charger's spec sheet, and a load calculation when the service panel is rated 125 amps or less.

SMUD for panel and service changes

For a panel or service change, we submit SMUD's application along with the county permit. On install day SMUD disconnects, pulls the meter, and reconnects once the inspection is released. On a normal job that fits in one working day.

From vineyards to new subdivisions

The area takes its name from its farming past; in 1875 George McMullen bought a 240-acre farm known as "Lizzie's Vineyard." When the county adopted its Vineyard community plan in 1985, the area had about 3,204 residents and no public water or sewer. By the 2020 census, Vineyard had 43,935 people.

A community that doubled twice. Vineyard had 10,109 residents in 2000 and 24,836 in 2010, then nearly doubled again by 2020. A large share of homes here are recent builds with modern wiring.

Vineyard Springs. This planned growth area of about 2,650 acres, between Gerber and Calvine roads, is one of the county's planned new-growth areas. In homes this new, the job is usually adding capacity, not fixing old wiring.

EV-capable garages. California's CALGreen code requires new single-family homes with garages to include a raceway and a labeled "EV Capable" breaker space. In the newest homes, that can make a charger install simpler.

Older agricultural-residential lots. The 1985 plan set aside land for agricultural-residential use. If you're on a larger lot with a barn, shop or well pump, expect long feeder runs and possibly a panel at the outbuilding.

Why a newer home still runs out of room

Builders size panels for the house as sold. Then owners add an EV, then a second EV, a hot tub, a garage fridge and a home office. A 200-amp panel can fill up faster than you'd think, especially if every slot is already taken. The fix isn't always a service upgrade. Sometimes a subpanel, a load-management device or a lower-amp charger setting does the job. We do the math first and show you the options side by side.surge protector tips.

Is Vineyard served by SMUD?

Yes. SMUD serves Vineyard; a January 2022 outage in the Vineyard area affected more than 16,000 SMUD customers. Panel and service changes go through SMUD's application process.

Do I need a permit to add an EV charger?

For a Level 2 charger, yes. Sacramento County requires an electrical permit with a site plan, a single-line diagram and the charger's spec sheet. We prepare and submit all of it.

My house is only a few years old. Why would I need an electrician?

New homes often need additions: a charger, a subpanel, backyard power or fans where there were only light boxes. Those need correct sizing and a permit, same as in an older home.

How long will my power be off for a panel swap?

On a normal job, SMUD disconnects, we install, the county inspects, and SMUD reconnects in one working day. We coordinate the dates in advance.
