Valley Clean Energy, PG&E and the city

This is the part that confuses people in Davis. Three names show up, and each has a different job.

Valley Clean Energy buys the power

VCE is the local not-for-profit supplier for Davis, Woodland, Winters and unincorporated Yolo County. It doesn't touch your service. It won't be the one approving a panel upgrade.

PG&E delivers it

PG&E still handles delivery, billing, line maintenance and outages. A service upgrade goes through PG&E's "Your Projects" portal, and PG&E may review whether its transformer can take the extra load before it schedules the disconnect and reconnect.

The city permits it

The City of Davis Building Division takes minor permits through an online submittal portal and says to expect about 5 to 10 business days after submittal. It also publishes a residential EV charging checklist, which we follow on every charger job.

A college town with its own ideas

Davis incorporated in 1917 and had 66,850 residents in 2020. UC Davis, a UC general campus since 1959, is the largest employer, with about 40,850 students enrolled by 2023. Here's how that plays out in the houses.

Lots of rentals. About 56.5% of occupied homes in Davis were rented in 2020. Rental owners need work done fast between leases, done to code, and documented, especially smoke and CO alarms.

An early energy-saving streak. In 1981, Davis residents won a $100,000 prize from PG&E for cutting peak summer electricity use. That habit shows today in owners who want heat pumps, induction ranges and EV chargers.

Village Homes. Finished in 1982 in West Davis, this 225-home neighborhood was laid out on east–west streets so houses could use the sun for heat. Its homes are getting older now, and updates need to respect the original design.

Bikes in the garage. Davis was named the first Platinum-level bicycle-friendly community in the US in 2005. If e-bikes or scooters charge in your garage, the outlets they plug into deserve GFCI protection and a circuit that isn't already maxed out.

For Davis landlords and property managers

When one lease ends and the next begins, you may have days, not weeks, before the next one moves in. We schedule turnover work Monday through Friday and give you a straight list of what's a safety problem and what can wait. Common items: missing or expired smoke alarms, CO alarms in homes with gas appliances, ungrounded outlets, warm switch plates and overloaded kitchen circuits. If the panel is a Zinsco or Federal Pacific, we'll tell you plainly and price the replacement so you can plan for it. For duplexes and small complexes, we can review several units in one visit.

Davis electrician FAQ

I'm with Valley Clean Energy. Do you contact them for my panel upgrade?

No. VCE supplies the electricity, but PG&E runs the meter and service lines. We work with PG&E on the service change and with the City of Davis on the permit.

How long does a Davis permit take?

The city says minor permits submitted online take about 5 to 10 business days. If PG&E needs a load review for a bigger service, that can add time, so we submit both early.

Can I install a Level 2 charger without upgrading my panel?

Often. A load calculation tells us. A lower-amp charger or a load-management device can avoid a service upgrade. If an upgrade is the better choice, we'll explain why.

I own a home in Village Homes. Can you work on it?

Yes. We'll look at how the home was built and plan any new circuits, panels or chargers so they fit the house instead of fighting it.
