Who signs off on electrical work in Citrus Heights

Two offices matter here: the city, which issues the permit and sends the inspector, and SMUD, which controls the meter. We deal with both.

The city's Building & Safety Division

The City of Citrus Heights Building and Safety Division reviews plans, issues permits and does the field inspections. Its own list of projects that need a permit includes electrical panels, new circuits and electrical repairs. We file through the city's online Building Permit & Inspections Customer Portal, and the city also takes EV charging station permits electronically.

SMUD and the meter

Changing a panel or service means SMUD has to pull the meter. We send SMUD the service change request along with the city permit. On install day SMUD disconnects, we swap the equipment, and the inspector has to release the job before SMUD will reconnect. On a normal upgrade that all fits in one working day.

Not sure if your address is inside city limits? Some nearby homes are in unincorporated county areas like Antelope, Carmichael or Orangevale, which use county permits. We'll check before we quote.

Houses from the big 1970s build-out

Citrus Heights started out as a place called Sylvan. In 1910 a real estate agent bought the land, split it into 10-acre lots and renamed it Citrus Heights. The real growth came much later: the population jumped from about 21,800 in 1970 to almost 86,000 by 1980. Today the city has around 87,600 people. That boom decade shapes most of the calls we get.

Panels that are 45 to 55 years old. A house from that decade may still have the panel it was built with. If it's a Zinsco or Federal Pacific, home inspectors will flag it. If it's another brand, it may be sound but simply full. A panel replacement is often the first step before anything else gets added.

Services sized for a different era. A 1970s house wasn't planned around a car charger, a heat pump and a home office running all day.

Garages and kitchens without GFCI protection. Protection that's standard now was often missing then. Adding it is a small job that makes a real safety difference.

Additions and handyman wiring. After decades of owners, it's common to find a circuit that was extended one outlet too far or a junction box buried in a wall.

A note on aluminum branch wiring

According to the U.S. Consumer Product Safety Commission, homes built or rewired between 1965 and the mid-1970s may have aluminum branch-circuit wiring. The CPSC's concern is the connections: at outlets, switches and junction boxes, aluminum connections can deteriorate and overheat, often without obvious warning signs. That window lines up with the years much of Citrus Heights was built. It doesn't mean your house has it. Do I get my permit from Citrus Heights or Sacramento County?

Inside city limits, it's the City of Citrus Heights Building and Safety Division. The city incorporated on January 1, 1997, and handles its own permits and inspections. We pull the permit as part of the job.

Does replacing an outlet or a panel need a permit here?

The city's own permit list says panels, circuits and electrical repairs need one. Swapping a plug-in appliance with no new wiring doesn't. If you're unsure about a small job, ask us and we'll tell you.

How do I know if my house has aluminum wiring?

Sometimes the cable jacket is marked, and sometimes you only know by opening a box. Don't go poking around live wiring yourself. We can look during a service call and explain what we find.

Will my power be off for long during a panel swap?

On a standard job, SMUD disconnects in the morning, we install, the city inspects, and SMUD reconnects. On a normal job the outage fits inside one working day. We'll walk you through the schedule before the day comes.
